For the first time in India, a mass housing programme was implemented by an NGO — Kadamba — in Uttara Kannada district. The National Housing Bank appraised it as “the model for all housing schemes implemented in India”.
Background
The Government of Karnataka initiated the scheme in 2001–02 under the Rajiv Gandhi Rural Housing Corporation Limited (RGRHCL) with Syndicate Bank: RGRHCL provided the subsidy and Syndicate Bank the individual loans. Gram Panchayats and Taluk Panchayats were involved for transparent implementation.
Through its network of village-committee volunteers, Kadamba ran awareness programmes in remote pockets and identified beneficiaries — then focused on income-generation schemes so they could repay their loans. This proved to be the key to the project’s success.
